Job Description:

The Training & Development Manager leads the design, delivery, and continuous improvement of the State’s leadership development programs, including the Leadership Certificate Program and the Leadership Foundations Program. This role manages cohort-based and blended learning experiences that build leadership capability across agencies. The position oversees program execution, including curriculum planning, scheduling, facilitation, coordination with subject matter experts, and participant engagement. It ensures programs align with organizational priorities and deliver measurable impact. Work includes evaluating effectiveness, driving continuous improvement, and partnering with agency leadership to support on-the-job application of learning and strengthen the leadership pipeline.

Job Duties:

Program Management

Oversee the Leadership Certifications Program, including:

  • Coordinating 3–4 cohorts annually (up to 40 participants each)
  • Collaborating with subject matter experts and facilitators
  • Engaging participants and their supervisors to maximize learning transfer

Oversee the Leadership Foundations Program, including:

  • Managing a blended, flipped-classroom model that combines self-paced learning with instructor-led workshops
  • Coordinating and partnering with cross-agency facilitators and program leads to ensure content is current, aligned, and consistently delivered across all program blocks
  • Ensuring high-quality, application-based learning experiences that reinforce skill development and on-the-job transfer

Operations & Continuous Improvement

  • Identify and implement efficiencies in program delivery, processes, and resource utilization.
  • Manage program budgets, contracts, and vendor relationships.
  • Oversee training facilities, scheduling systems, and program logistics as applicable.

Instructional Design & Delivery

  • Develop engaging eLearning content using tools such as Articulate Storyline and Rise.
  • Design curriculum and instructional materials grounded in adult learning principles.
  • Facilitate in-person and virtual training sessions as needed.

Requirements / Qualifications

Minimum Qualifications: Five years’ experience planning, developing, conducting, and evaluating programs or courses related to training, employee development, or education, and experience leading or coordinating staff training and development programs. Bachelor’s degree or other post high school coursework in education, human resources, organizational communication, training and development, or a related field may substitute for the required experience on a year for-year basis.

Preferred Qualifications: Experience in eLearning development tools (e.g., Articulate Storyline, Rise) Strong facilitation skills.

Other: Regular and Reliable attendance is required.


Knowledge, Skills and Abilities: Knowledge of adult learning theory and instructional design best practices Strong project management and organizational skills Ability to analyze data and evaluate program effectiveness Skilled in stakeholder engagement and strategic partnership Experience leading enterprise or statewide training initiatives.
